The wee laddie in the diaper is Kahlei Stone-Kelly, a 2-year-old from Victoria, Australia. His older brother makes a brief cameo skating the video, so young Kahlei clearly has been exposed to skating his whole life.

If this video is any inkling of his learning curve, he might be winning X-Games before he hits puberty. It seems like he doesn’t feel pain, and for him to have the balance and motor skills that he already possesses puts him years ahead of pretty much any athlete.
